The designers themselves say it's not meant to be built. They just wanted their firm to get attention when it was trying to get off the ground.

If and when the X 4000 is ever created,how will the stored raw and recycled man-made materials in the satellite gaps effect our own US seperate and grouped ecosystems in terms of human,materialistic aging,natural,and mechanical/physics/grouped systems biological time clocks when our own respected ecosystems can or can't inflence the satellite gaps to protect our own? There must be some kind of flow besides the internet and hollywood based flow and functions. I think it would be a very mind blowing process to watch a 4000 meter building materialize in front of their eyes as several group or individual based ecosystems would be needed if the Fujimata Seven push ever gets to stingy toward the artificial ones.
